Should Layoff's come with compensation?

The company shut down and all employess are layed off permenately. My friend had 16 years with them and just purchased a house. I don't think it is fair to lay off employees that have worked hard and just throw them in the street when they have families and bills. Let's face it, there's no gurantee that your job is safe at anytime.
